Duties and Responsibilities

Managerial/Supervisory Responsibilities

  • Overall control and management of the Directorate in day-to-day operations to ensure smooth flow of processes.
  • Training, coaching, and mentoring staff to ensure they are well trained and motivated.
  • Allocation of duties to staff and supervision of daily activities for orderly business conduct.
  • Enforcement of Parliamentary Service Rules and Regulations to maintain discipline.
  • Preparation and implementation of the Directorate’s Budget proposals and procurement plans.
  • Preparation and implementation of the Directorate’s Training Plans to build staff capacity and enhance performance.
  • Preparation and implementation of the Directorate’s work plans to ensure staff align with their roles and career stages.
  • Aligning the Directorate’s goals with institutional goals and strategic plans to meet organizational targets within stipulated timelines.
  • Formulating editorial/reportorial/recording policies to guide the Hansard production process and ensure consistency.
  • Developing a Hansard Audio Manual and reviewing it regularly for compliance with best practices.
  • Supervising documentation and research functions to ensure continuous improvement of verbatim reporting.
  • Providing leadership and advising management on Hansard and Audio matters.
  • Conducting continuous staff assessments and appraisals for training and promotional needs.
  • Representing the Directorate in national and international forums.
  • Liaising with other directorates for continuous improvement of staff/guest safety and health.
  • Facilitating service delivery and availability of Hansard and Audio reports.

Operational Roles and Responsibilities

  • Overseeing preparation of daily schedules of duties for Reporters and Editors.
  • Liaising with technical departments to ensure the recording equipment is in good condition.
  • Supervising the transcription process for timely and accurate production.
  • Developing a document management system for efficient storage, backup, and retrieval of information.
  • Researching emerging trends in Hansard and Audio production.
  • Participating in administrative committees and boards to ensure staff interests are catered for.
  • Coordinating procurement and requisition of consumables for the Directorate.
  • Building relationships with technical departments to enhance operational synergy.
  • Performing other duties as assigned.

Requirements for Appointment

  • Bachelor’s Degree in Linguistics (majoring in English and Kiswahili) or in any of the social sciences, with a mean grade of C+ in both English and Kiswahili in KCSE or equivalent qualification. A Master’s Degree in a relevant field is an added advantage.
  • Minimum 18 years’ experience in a relevant field.
  • Understanding of parliamentary practices and procedures.
  • Fulfillment of Chapter Six of the Constitution.
  • Computer literate with leadership and supervisory skills.
  • Good communication, conflict management, problem-solving, and interpersonal skills.
