Job Title: Monitoring, Evaluation, and Learning (MEL) Officer
Primary Duty Station: Sagana, Kirinyaga County, Kenya
Reports To: Conservation Programme Manager (CPM)
Works Closely With: Field Conservation Coordinator (FCC)
Supervises: Hydrometeorology Assistant (HMA)
Working Conditions: Normal field and office environment


Position Overview

The Monitoring, Evaluation, and Learning (MEL) Officer plays a pivotal role in leading the design, creation, implementation, and operation of Monitoring & Evaluation (M&E) systems for various programs including socioeconomic, carbon, hydrological, meteorological, and biodiversity programs. This position involves close collaboration with the Field Conservation Coordinator (FCC) and supervision of the Hydrometeorological Assistant (HMA). The MEL Officer also serves as the secretary to the Board of Management’s Monitoring and Evaluation Committee (MEC) and will be based in the Sagana field office, with significant travel to the Upper Tana watershed.


Key Responsibilities

  • Oversee the daily running of the Upper Tana Nairobi Water Fund Trust MEL activities.
  • Develop and enhance M&E systems for socioeconomic, hydrometeorology, carbon, and biodiversity programs.
  • Provide technical support to project teams and implementing partners on MEL processes, including the use of digital data collection tools and databases.
  • Track project activities, identify gaps, and monitor progress towards annual work plan and strategic plan targets.
  • Analyze and communicate scientific information to diverse stakeholders, including rural communities, and offer feedback on project strategies.
  • Conduct biophysical data processing using GIS, SWAT, RIOS, InVEST, and other relevant modeling tools.
  • Lead the preparation of Trust and donor reports, ensuring timely submission and adherence to required formats (monthly, quarterly, and annual progress reports).
  • Develop clear, implementable, and trackable indicators for sub-watershed activities.
  • Evaluate program outcomes and impacts, including environmental impact assessments and audits.
  • Track the Water Fund’s carbon project and its associated annual reports and performance indicators.
  • Network with external and internal partners to exchange experiences and promote learning and implementation excellence.

Minimum Qualifications

  • Bachelor’s degree in Environmental Science, Hydrology, Natural Resources Management, Project Management, or related discipline. A Master’s degree is an added advantage.
  • 5-7 years of experience designing and implementing M&E frameworks for conservation projects.
  • Experience in developing M&E systems, including SMART indicators, data collection tools, validation methods, and reporting requirements.
  • Registration as an Environmental Expert under the Environmental Management and Coordination Act of 1999.
  • Proven experience in report writing for varied audiences; scientific publication in peer-reviewed journals is a plus.
  • Strong communication skills, including oral presentations and knowledge management.
  • Expertise in qualitative and quantitative MEL tools and methods.
  • Willingness to undertake regular field visits and work in rural, challenging terrain.
  • Fluent in English and Kiswahili.

Preferred Knowledge, Skills, and Experience

  • Expertise in sustainable land management and integrated natural resource management.
  • Experience with ODK (Open Data Kit) and other mobile-based applications for data collection and analysis.
  • Familiarity with satellite imagery for land use/land cover change and weather data interpretation.
  • Experience working with multiple stakeholders in diverse settings.
  • Hands-on experience in setting up and managing MEL systems and procedures.
  • Leadership capabilities with experience in staff management.
  • Proven ability in donor project coordination and reporting.
  • Valid driving license.
